I'm assuming that you're referring to BASIS 620. Some other names might be SAP enterprise server. Basically, your 620 is the latest release of the SAP core product which is not really availible to the general community as of yet. It is still in what SAP is now referring to "ramp-up" phase. Your best bet would be to contact your SAP client exec to discuss availability of the product for implementation.
As far as can you use 4.6C or earlier GUI's with the SAP 620 release... The answer is No. You'll need the new GUI for 620. Remember, GUI's are generally backward compatible but not forward compatible. I.e. you can use the 620 GUI with earlier SAP releases eg. 4.6C, 4.6B but not the other way around.
