Security role requirements for pharmaceutical

I am a Security Analyst and am working on a CRM project. I am having trouble getting the team members to commit to providing me with the requirements to build security roles for the CRM project. This is a pharmaceutical company. What can I do to help them understand what requirements are needed from them to create roles?
The best way to handle the issue is talk to the business process owners. These are the people who decide who sees what on the CRM screen. This is a good starting point to decide on how many roles are needed. The requirements will evolve as you progress building the security roles.
