SEM options for customers not running BW

What are the options for customers who are not currently running BW, but want to use SEM?
If you want to use the following SEM components you have to use BW: CPM, BPS, SRM, and BCS (BW based). The only component you can use without BW is R/3-based BCS and SAP is pushing consolidation into BW based solution.
