Double click on the activity step in your workflow which will execute the processing. Navigate to the OTHER tab and in the section marked Dynamic Parallel Processing with a multi-line container element. In the entry box, drop down and select the multi-line container element. Then go to the CONTROL tab and display the Workflow to Task bindings. You should see your multi-line element being bound into the task with index. At run time, a work item will be created for each entry in your multi-line container element. If there are no items, then no work item will be created.
