I think this is a misunderstanding. It should read "assign a logical system to a client". This is necessary to give any SAP system within the reach of the ALE a unique unambigous logical identifier. All standard SAP implementations will insert this logical name (stored in T000-LOGSYS) in any IDoc that it sends out in order to identify itself. Non-SAP system must put their own unique name in the IDoc as well (in EDIDC-SNDPRN). This name must be different from any other logical system name used in the same ALE scenario. How the non-SAP system accomplishes this, is its own responsibility, you would not want to care for it unless you are the admin of the external system. If it cannot do this, the system is not ALE-compliant.
