You can use one Solution Manager to serve both your development and production R/3. This is common in most installations....
Note that when doing modifications to your Solution Manager (upgrade, hardware changes), certain functionality will not be available to your production system (change management, help desk, landscape monitoring). However, in most cases, this is not an issue.
