Can Workflow be generated for background batch jobs that have finished successfully or that have errored? That is, with the message sent to a particular organizational unit?
Yes you can. You would need to code the triggering of the Workflow for the batch job. This is a bit dangerous though because if your program errors unexpectedly (ie. Short dumps unexpectedly) terminates you may not get to raise your event (trigger your Workflow). What I would do is write a periodic report (lets call it the batch job monitor). It would run every hour (or whatever period you like). It would read the job log and find all the jobs that that succeeded or errored. Then it would kick off a Workflow for each report as appropriate.
You would need to configure your Workflow to send to particular Org Unit. This is fairly straightforward.
