The problem here is that RSWUWFML uses the creation date/time to determine whether to send a notification to a user and not the date/time that the work item has 'entered' the user's inbox. You could try logging an OSS with SAP and see what they say. They may agree that this is an issue or they may consider it a development request. You may want to investigate using other options for e-mail notification.
