Denying certain users within a user group access to transactions

I have created a new user and assigned to him a user group called xyz. Normally, the users within the xyz user group need access to transactions such as 'migo', but this particular user does not need access to neither 'migo' nor some other transactions.

How do I deny him permission to these transactions while still allowing other users of the xyz user group to have...

permission?

If there are ten users and each user is using ten different transactions, do I have to create ten different roles? Is it possible for me to create just a single role and assign different transactions to different users?
