Creating an infotype

How do you create an infotip?

I assume you mean an "infotype." In that case, use transaction PM01 for PA infotypes and PPCI for OM infotypes. It is pretty straightforward after that. But you do need to understand ABAP screen programming. I will also say that it is not easy to fix OM infotypes once they have been transported, if you decide to make a significant change to the structure.
