Connecting SAP client workstation to SAP server

We are trying to connect to a SAP server from a SAP client workstation and received the following error messages: "Partner not reached (host 207.130.28.147, service sapdp00) Time Mon Mar 24 20:38:39:2003, Component NI(network interface), Release 620, Version 36, Module ninti.c, Line 976, Method NIPConnect2, Return Code -10, System Call SO_ERROR, Erro No. 10061, Error Text, WSAECONNREFUSED:Connection refused, Counter 1" Connectivity does not seem to be a problem. We are able to ICMP ping from the workstation to server without any problem.

Can you reach the SAP system via SAPGUI from that machine? It is always easiest to get the TCP/IP definitions right by installing SAPGUI. Otherwise, you have to talk to your SAP networking people, since there can be many reasons why the connection fails.
