Call transaction authorization issues

I am working in 4.6C and have some call transaction authorization issues with transactions COWBHUWA, HUCANC, and COPAWA. If a user is not authorized to execute a transaction directly (e.g. by entering the transaction code in the command line), does SAP R/3 by default permit the user to execute the transaction via a call transaction from a custom report? I thought that the authoriztion would still be checked during the call transaction processing but this is not the behavior I see.

The CALL TRANSACTION-statement doesn't check the authorization. You would have to code this explicitly, if you want to check beforehand.
