Background jobs with status "scheduled" are those that have been set with a start condition (date, event, etc.). On the other hand, jobs with status "released" are those that have been created but do not have a start condition, yet.

False! It's the opposite. SAP background jobs with status "released" are those that already have a start condition. Jobs with status "scheduled" need a start condition.
