Is it possible to mass-delete activity groups by using PFCG or any other option or t-code?

Yes. SAP 4.6x comes delivered with the program "AGR_DELETE_ALL_ACTIVITY_GROUPS" but it is locked from user use, unless you
modify the code. Another option: you could import the OSS Note 174625 which
loads a program for delete AGs in mass off of a selection criteria. It works
pretty well, so be careful.
You will want to delete the simple activity groups first, and the
composites second. I would run it in background.
