I want to create a heuristic that will call 'Variable heuristic' for orders selected and run it from the requirements view of PPDS. The alternative is a very time consuming 'Variable heuristic' for each product from the product view of PPDS which I want to avoid.

This is possible by calling variable heuristic from the requirements view. You can also write your own heuristic to accommodate all thye products called in in the requirements view and plan. You can also use appropriate BAPIs to influence the selection of products in a heuristic.
