I would imagine that there are still configuration entries in IMG that are positioning the PO to be created locally. Ensure that you have checked the following settings in the IMG:
Define Backend Systems.
Define Backend System for Product Category. Ensure that the product category you are using in Shopping Cart has the Target System as ECC and not SRM.
Document Type and Number range for the corresponding Doc Type in ECC.
Ensure that, in the organization structure, the corresponding DocType is assigned from above.
