How do I call my custom workflow (in pa40) at hiring time?

The first thing I would do is to check what events are being raised. Go to Transaction SWEL and view what events are raised by transaction PA40. You may also want to take a closer look at transaction SWEHR1 which allows you to link infotype changes to SAP Workflow events.
