This is an interesting question and one that I get quite frequently. If I was running my own business and was considering bringing in a BW developer, the most appropriate thing to ask is, "How many implementations have you been a part of?." Nothing acts as a substitute for hands on experience -- this is far and away the best indicator of capability. After that I may ask some less critical questions, such as experience with ABAP, and favorite color.
