Is there any way to give authorizations by user and table? In other words, I want to give SE16 access to specific users on specific tables.

Most tables are controlled by the auth group the user has access to view.
Identify what auth group is associated with the table (SE54), if none
exists you will want to create one and associate it to the table you are
trying to secure. Then add S_TABU_DIS to the user's role that will be
accessing said table.
