The ability to choose any local printer when using FrontEnd printing
was introduced in R/3 4.6. In other releases you couldn't choose the
printer. Therefore, SAP would use your default printer.
You did not mention what R/3 release you are working on and also what SAPGUI
(SAP FrontEnd) your users have.
If this is R/3 4.6x and SAPGUI 4.6D or above, I would check also the user's
permissions. If could be that their permissions deny access to the %LOC
printer device in authorization object S_SPO_DEV.
