This is an excellent question. Ultimately, at its core, workflow is just a series of tables, ABAP reports and assorted other code pieces. Having said that, ultimately most of SAP is just ABAP. To me, workflow should just be another 'tool' in the belt of an ABAP/technical consultant.

Some business requirements can be solved using an exit/BADI, while others can be solved by writing a report, while...

other again can only be solved using SAP workflow. Every 'problem' is different and may be better suited to different 'tools'.

If a consultant is familiar with all the 'tools' available then he/she can make the right decision as to which one best suits the requirements.
