Which SEM modules should be implemented first?

Which modules do you recommend in the SEM suite should be implemented first, second, etc. And why?

Actually, there are not very strong relationships among the different modules in SEM that push the companies to implement SEM in sequential way. Each of them can be implemented independently without using the whole functionality of the others. It totally depends on the priorities of the companies. On the other hand, from my business experience, I think Business Planning and Simulation (BPS) module can be implemented in the first place to answer the planning and budgeting needs of companies. In the second place, Performance Management can be implemented for high level management reporting needs. If companies are already using scorecards within different units, Balanced Scorecard part can be implemented. Stakeholder Relationship Management and Business Consolidation modules should be implemented within the companies with specific needs.
