What role does SEM have to play in the overall scheme of things in an Organisation? Why does one link it with BW? Can one not make use of SEM without the BW?

Well, SEM is an important feature when defining a business model and measuring its performance. If your business model does not work as planned, you need to change business practices. It is here the SEM plays a significant role. To measure business performance (KPIs), you need a data repository to collect business operations information and your business model definitions and established goals. BW actually is the data repository for SEM applications.
To best of my knowledge, SEM requires BW - not much choice.
