What does JCO.Function.writeXML() do?

What exactly does JCO.Function.writeXML() do? Does it write out the associated BAPI's metadata as an XSD? Or the...

associated JCO.Function object's "state"? If a record (structure and/or table) needs to be set to data that is in XML format, can I use the Record.fromXML()? How should such an XML be formatted (ie., should its element names be the same as those of the record's field names? can it skip over optional fields?)

JCO.Function.writeXML() creates an XML representation (file) of a Function object with all its parameters. This is mainly used for debugging purposes. You can use Record.fromXML() to set a table or structure parameter. The required format is the one generated by Record.toXML(). See the Javadoc for more details.
