How do I upload a CSV file into an SAP database?

It depends where the CSV file is. If it is on the presentation server, then use FM GUI_UPLOAD. If it's on the application server, use OPEN DATASET.

Once you have the file in memory, you then need to get it into SAP. You can use BAPI's, BI or DI.
