Transactions on an SAP system running Oracle/UNIX

I see a lot of information on how to extract information from SAP and how to post transactions to SAP from external...

sources, but I have not seen much regarding the other direction. I have an SAP system running on Oracle/UNIX. I have an external Windows/MS SQL application holding regulatory information related to the transportation of hazardous materials. I would like to avoid duplicating the external data in an SAP table and then go through the trouble to synchronize it daily. I am assuming I can create an RFC that will read the external database. What code should the RFC contain? Should it simply be an exec SQL command and the native SQL statement or can I call a stored procedure? Or is it more complicated? I would love to see an example of this code.

You can use ABAP SQL to read from an external database. See the ABAP documentation for details.
