Rather than set the working directory via SO21, wouldn't it be better to set this up as PID parameter ID GR8, which overrides any value set in SO21?

Yes. You're right. Note that the user parameter ID "GR8" should be implemented if the user wants to change his/her file download path. By default, it points to the "SAPworkdir" under the user's profile.
If the user logs in to a different computer and saves (downloads/exports) something there, SAP will create the local directory specified in GR8 if it does not already exist.
