Separating business from system perspectives

What methodology do you use to separate business from system perspectives? As an example, in HR the business process is hiring an employee. The system needs to be set up to accomodate this and various new hire functions. What is the best approach for this?
A good understanding of both the business requirements and the system capabilities are required. You will need resources that can bring this knowledge to the project and work together to assess any gaps between business and system. The results should be a business process that includes the system. You want a seamless solution, integrating business and system.
