Now, the problem has been fixed and production has everything that the development system does not have, so they want to fix it the right way so we can have DEV and PROD being in sync.

Now for your case, perform a system copy -- or migration if OS or databases are different -- from the production system to the development system and then make the existing production system state to non-modifiable forever.
