SAP development in the production system

We wanted to copy the production system to the development system because in the past our client has had problems with the transport so all development was done in the production system.

Now, the problem has been fixed and production has everything that the development system does not have, so they want to fix it the right way so we can have DEV and PROD being in sync.

It is HIGHLY recommended NOT to do development in the production system and make it modifiable. Now for your case, perform a system copy -- or migration if OS or databases are different -- from the production system to the development system and then make the existing production system state to non-modifiable forever.
