Payroll engine pricing questions

I've heard that each payroll run is priced per payslip.
1. What is the payment for?
2. What if I copy RPCALC00 (the payroll driver), let's say to Z99CALC0, and use the new one? (That way, I assume, SAP is no longer either responsible or supporting it).
1. I don't deal with SAP pricing but as far as I know it has always been about user licenses. It certainly could have changed and I wouldn't have noticed.
2. Don't even consider this option. There are several required legal changes that come through during the year. It would be an exercise in futility to try to keep up with it.
