If the question is concerning public holiday calendars, then yes, it is possible to create multiple calendars for specific regions within one country. SAP may even provide the corresponding calendar.
The calendar will be assigned using personnel subarea groupings when creating the work schedule rules. The employees will then inherit the public holiday calendar based on the work schedule rule assignment in Infotype 0007 -- planned working time.
