Minimizing end-user impact of changing LIS structures

This is an LIS/SIS question. We need to make a change to an existing LIS structure and then reinitialize it. Currently, we lock all users on the system during the initialization to prevent events occuring that would be missed during the intialization. We want to know if there are any alternate approaches that perhaps impact the end-users less?

It all depends on how long your initialization process lasts and on the probability of uses adding/changing information while your initialization process takes place. If you have an active environment, then it is safer to keep users away.
