Managing customizing requests scross different systems

I am working on a project where I have this requirement: Before transporting a customizing request from one server to another, I have to check If the same settings are already present in the target system. Is it possible to do this by using some RFCs?

I would start by asking the requestor: what are you trying to accomplish? If the setting is already done, the transport won't change anything. If you want to compare customizing between systems via RFC, you can use transaction SCU0.
