Our company has many branches around the USA and a centralized HQ, and is not presently using Workflow. For control and input accuracy purposes, branch offices presently have display only capability so they must send new hire data to the centralized HR staff for input to SAP 4.0B. If branches were allowed to create/change HR master data, could Workflow be used to monitor, audit, or finalize the transactions? If so, how would this be accomplished? What resource materials are best for learning about Workflow?

This would be an excellent use of SAP Workflow.
I would set up various 'review' workflow which are triggered when a new employee is entered into the system. The workflow then would route the information for review to the appropriate person. If HQ and your branch offices are on the same SAP system then this is easy to do. If they are running on separate systems then you will need to integrate the two systems. This shouldn?t be too hard to do and SAP does provide many tools to do this.
If you want to get started with Workflow, then start with the Workflow tutorials available at http://help.sap.com. I would also recommend the SAP courses such as BC600, etc.
