Implementing workflow without HR
What are the disadvantages to implementing Workflow without implementing at least minimal HR? What is the minimal amount of HR that should be implemented to support workflow?

At a minimum, you should create Organizational Units, positions and/or jobs in Organizational Management (Tx PPOMW). You do not need to implement any more of HR. You should always do this as the alternative, hard coding User IDs into your workflow, is a big no-no.
