Is heterogeneous database transport supported (i.e a DEV system is SQLServer but the QAS and PRD systems are ORACLE). If so, is it sensible or insane !!!

Yes, it is.
Most of the times, you will see landscapes with systems running on the same platform, though. This is highly recommend to be able to support the environment with few conflicts.

In a heterogeneous installation, the only problem is with the "automatically executed test import" that takes place when you release a transport in the source system. This test import has no functional relevance for the transport system. If you do not want to perform the test import, create the following entry in your transport profile:
SRC/testimport = no
where SRC is the SAP ID of your source system.
