Disabling requests for change of password

When a new user is created, he/she will be prompted to change his/her password when first login. Is there a way to disable this feature?

No, I'm afraid there is no way. However, you can create the user ID and assign a temporary password. Then, log on as the user and change his/her password. This way, the user will not be prompted to change it upon logon.

You also want to make sure that the profile parameter: login/password_expiration_time is set to 0 This way, user passwords will not expire.
