Defining users in the organization structure

A reader needs to create users as sales representatives and both must be able to create, modify, and view others' opportunities.

I am new to CRM security. Does the user need to be defined in the Org Structure to be able to work? I want to create two users as sales representatives in one sales dept. and both must be able to create an opportunity, modify their own opportunity and be able to view others opportunity. These two users are only created in SU01 and assigned same roles. How do I go about this?
You can use organizational structure to define security profiles at a position level but not mandatory, and you can control the level of access to the opportunity based on user roles like the traditional R/3 way.
