Copies of the same transport going into the Project Cost Distribution Records (PRD) system

After importing a BW transport into the QA system it failed. I created a second transport from the DEV system and imported it into the QA system successfully. Should I now import both transports into PRD system, or should I just delete the first failed transport from the transport queue and import only the successful transport into the PRD system?

That depends on how you created the requests. Even if the first transport failed there could be objects which went to the QA system successfully due to which the second transport worked. So compare both the requests and see if there are any objects missing from the second request.
