Can toolbar buttons be disabled in 4.6C?

In version 4.6C, the standard toolbar contains four buttons generated by the system (Creates a new session, Generates a shortcut on the desktop, Help and Customizing of local layout). Is there any way to disable these buttons through ABAP code?

In version 4.6C, the standard toolbar contains four buttons generated by the system (Creates a new session, Generates a shortcut on the desktop, Help and Customizing of local layout). Is there any way to disable these buttons through ABAP code?
Despite trying numerous methods, I've not found a way of disabling these.
