Is it possible to have non-R/3 users (but maintained in HR listing) assigned as agents to work items and allow execution using internet/external mail?

There is no 'legal' way of doing this. SAP is quite protective about their licensing (it is after their bread and butter). However, SAP is offering different types of licenses depending on the 'type' of user. I would contact your friendly SAP Account Manager for more information.
