Can I implement workflow with HR/Payroll?

Is it possible to implement workflow without the SAP HR/Payroll module? We have another HR/Payroll system and there isn't a strong focus to maintain organizational reporting relationships?

The answer to this is No, you do not need HR to implement workflow. However, there is a caveat. HR allows you to model the relationships between the employees of the company. For example, if I create a Purchase Requisition, who is my manager? Sometimes you will need to maintain a simple HR Org just so you can 'resolve' the agents which need to action the tasks. This can be done without implementing HR/Payroll.
