COMMIT WORK BAPIs

If I understand in 4.6C release BAPIs don't program a COMMIT WORK. But when I'm using the BAPI BAPI_PO_CREATE I can see in the database the PO created even if I don't use the BAPI BAPI_TRANSATION_COMMIT. How can you explain that?

BAPIs since 4.0A are not supposed to execute a COMMIT WORK, but some nevertheless do. And, of corpse (Wilkie Collins!), all 3.1 BAPIs still do it, as well.
