Are BAPIs always written in ABAP?

Are BAPIs always written in ABAP? If not, then how would non-ABAP BAPIs (such as Visual Basic or C++) be executed in SAP and how would they reside in SAP if not as ABAP program or ABAP function module? My current understanding is that BAPIs are always written in ABAP and being called by external applications such as VB using the DCOM connector.

You are correct. All the BAPIs we currently have are written in ABAP and can be called from external components using RFC-based middleware like the SAP Java Connector (JCo) and the SAP DCOM Connector.
