After a 98 to 155 kernel patch upgrade, ICM did not start up. What happened?

I upgraded a kernel from patch number 98 to 155 on an SAP R/3 kernel 640_REL. After the upgrade the ICM either did not start up or it is not running; this impacts my portal. How do I fix this problem?

Have a look in the SAP developer traces which reside in '/usr/sap/<SID>/<INSTANCE>/work'. There should be a trace file for each work process (naming convention dev_w<number>). The dispatcher logs its messages in dev_disp and the message server uses file dev_ms. The file you're looking for is dev_icm. It is the trace file for the ICM process. If there are any error messages listed there it could be a typo in the instance parameters.
