Advice on a "Funds Management" implementation

Why is a "Funds Management" implementation not considered important other than in public sector industries? Is it difficult to implement, or is there not enough education in other sectors?

Public Sector organizations follow regulations set by the Government Accounting Standards Board (GAAB) which specifies how funds are handled. SAP conforms to the GASB requirements.
