First I must give the usual warning about changing standard SAP objects. Don't do it unless you really have to, and try to get SAP's permission first. You could end up with SAP refusing to support you.
The system and help menus are in Pf-status MEN of interface MENUSYST. Using SE41, you could add another transaction to the help menu.
This transaction could launch your specific help site: perhaps using function module PRGN_GENER_EXECUTE_URL with NODE_DATA containing your URL. Note that the URL is case sensitive.
